I was pretty trustworthy that you could not profit from an illegal act. So if you are without permission in the country, I don't see how you could claim a lottery prize.
If they did let you win, you could buy citizenship pretty smoothly.
Last time I checked, if you had plenty of money and invested half a million dollars within an American company, you can pretty much get citizenship handed to you.
