Your individual recourse is to contact the seller directly and threaten legal action, following through beside your threat if you feel that there is a reasonable randomness of success.

I don't think you do.... why on soil did you leave it 45 days before complaining? Unless you have actual given name and address details of the seller (in which case small claims court is an option) then you've lost the money to adjectives intents and purposes. Key lesson number 1 - don't buy tickets on e-bay.
Flup - actually Paypal's refunds policy is hardly 'restrictive' - surrounded by most cases they will unquestioningly take the side of the buyer over the seller - particularly within cases of 'non-receipt' (actual as in lost in the post or even alleged - they will take the buyers word that they never received the stuff, no matter what the seller says). It's one reason why I demur to use Paypal and/or e-bay any more, there is NO protection for the seller.
Re your add ons - looks similar to you've been conned then..... NEVER buy tickets on e-bay..... at best you'll get scalped and at worst you'll grasp completely cheated.
You'll have to complain to eBay about the peddler. Make sure you have all the transactions from PayPal, the seller, eBay, etc.
