Did you enter an Aus lotto? You usually have to enter lottos within order to win. If the answer is no, then the answer to your grill is no. It is a scam.
Highly doubtful. If you are a US citizen, it is risky for you to win foreign lotteries.
If they send you money via a certified check and want you to send hindmost any of it by a more secure route (i.e. wire verbs, western union) it is fraud. The check is fake and it will bounce, and you will be out whatever they distribute you.
If in doubt, print out the email/take the letter into the wall.
