Absolutely but some sites require you be 18 to sign up. I would sign up anyway and just say you are 18. What are they going to do, hunt you down for their free chips support?

It's not criminal or anything, but it is against the rules at every major poker site I know of, and they will kick you sour if they find out. I think it becomes an issue because some sites will make available away actual money to entice you into depositing, and if you're gambling real money it IS undemocratic.

Not legally, no. Even to play for free you are required to set up an account and you have need of to be 18 years old to do this.
The theory individual that once you have an account, even if you're playing for free, the dimensions for you to deposit real money is there.
