Are those having a bet cheat cards the best direction?
Are those gambling cheat cards the best advice? I've see little credit card sized cards that list what to do in Blackjack base on the player's hand and the dealer's hand. Are those the best strategy?

Those cards are deep-seated strategy cards. They give you the play where the likelihood are going to be best in your favor. In the long run, you are better off playing using the underlying strategy on those cards.

Those cards are what is known as basic strategy. It represents the best arithmetic action based on every combination of your starting mitt and the dealers up card.
For example, if you hold 13 and the dealer is showing 9, you should other hit. (Assuming 4+ decks and dealer hitting soft 17).
So those cheat cards you yak about are where playing Blackjack begin. Counting cards, or any other kind of strategy cannot really happen until you bring this bit right. Because anything else you might try to do to get an edge would be negated if you come to nothing to follow the basic math of the game.
