Well, being a current floor supervisor and former surveillence officer, I can tell you first hand that we really don't mind these types of bets at all, on any game, for one reason:
In the long term, this type of betting is profitable for the house.

With such limits, typically you'll have the chance to play 7 or so bets, depending on the table, before not being able to double again. So even on a table like our double deck blackjack game with the house winning only 50.15% following basic strategy and not playing the sucker bet attatched, you'll still get killed over time.
Think of it this way, suppose you play that $10-200 and you make oh, say $300, but then get a run of several losing hands. Look at this:
10 + 20 + 30 + 60 + 120, woops. You've lost only five hands in a row (not uncommon) and now bet 200 which will still put you down $40 in this run even if you win, but suppose you don't. You lose 6 hands in a row by chance (happens more often than you may think). Crap, now in just 6 hands you went from being up $300 to being down $140, and the house rejoices.

no, you cant, unless you have alot of money to start. the wheel has no memory so if it has come up black ten times in a row , the odds that it will be black again are the same as coming up red. the only way it could work is if you got lucky or had very deep pockets.
