Does anyone know why the Labour Government in UK are so pro gambling.?

Probably because they have been promised a slice of the cake if laws are passed allowing the casinos to be built (a bit like the Iraq oil deals).
I think you will find the word TAX has something to do with it. The more people spend on gambling the more the govt can get in taxes.

They are pro TAX. They need to get thousands of millions of pounds of new taxes to help shore up the crumbling DSS system which may have to be gradually run down over the next 20 years. It has been abused to the point where the country can no longer afford it. Benefits will have to be reduced by around 5% a year until people are weaned off it and into work and self-reliance.

Several years ago the 'Budd report' was issued to detail the changes needed to update the Gaming Act of 1968.
Since 1968 gaming has changed completely, as have the social structures in the UK. Internet gaming in just one of the currently uncontrolled areas; the Americans reacted in their usual way and last year pretty much banned Internet gaming (just like in the 1930's with alcohol - and we know what a great success that was!).
The current govt. may indeed want some extra tax revenue, but it also wants to have a competitive gaming industry and one that is controlled. The old 1968 act had no protection for pathological gamblers, the new act does. Whats more if the French, Germans and Italians can go for a weekend break to a casino resort, inside their own country, and act responsibly, treating the facilities like a grown-ups playground and enjoy themselves, why can't the British?

2 reasons in my opinion:
1. Tax - currently a number of online gambling sites are located throughout the world in tax havens. Many are UK listed companies. The Treasury would like to see some of this income.
2. Opportunity - London is one of the financial capitals of the world. With the US banning online gaming, there is an opportunity for the UK to be the world market leader in this growing industry.
